    Zambia is one of the few emerging democracies in Sub-Saharan Africa. That does not mean that all is well: Human rights abuses are still frequent and there is certainly no level playing field for opposition parties in election campaigns. However, twice in the last 20 years elections have brought leaders and their parties to account - Zambians have indeed "thrown the rascals out" in reasonably free and fair elections in 1991 and 2011. 2011 was the first time power changed between two democratically elected governments.
    This success was only possible because strong civil society organizations had mounted credible election monitoring campaigns including such innovative tools as parallel vote tabulations. FODEP is by far the most experienced and the most well-known among these CSOs in Zambia.
    Election monitoring campaigns require financial means, however, that we cannot raise in Zambia alone. Unfortunately, international donor organizations that have financed such civil society efforts in the past seem to have lost interest in financing election monitoring in Zambia. We fear that this may lead to an erosion of trust in the electoral process among citizens and lead to large-scale election rigging on the side of political parties in the near future. This, in turn, would mean that all the work we have put in election monitoring, all the fights we have fought to hold politicians to account in the past would be meaningless.
    The laws in Zambia require by-elections every time a parliamentarian loses his party affiliation. To these by-elections we would like to send a team of well-trained volunteers to ensure a free and fair election process and make sure that the representative in the national parliament for this district is the candidate people have voted for. All we need is money for the training, for fuel, food and communication.
