Difficult to found.

The difficulty of willing to get public finances; playing as an NGO association (without being one), or just an association that wants to promote local artists, exposers and general creation; without having a proper enterprise make that the founding complicated, perhaps impossible.

The necessity of founding an enterprise, or something legal to accept Public Money to promote local associations is a necessity to start an own thing.
