Build micro-electric plant in Morocco

Lost in a remote valley of the Hight Atlas Mountains, in Morocco, 15000 people, of berber origins, gathered in 30 villages, are far from everything. It takes 5 to 6 hours, using mules and donkeys, to reach the first villages from the nearest road.
Therefore, it is impossible, in case of medical emergency (particularly when there is a difficult pregnancy), to reach a proper dispensary. The mortality rate for babies and young children is dramatically high, and the need for a local dispensary is urgent, especially now that the country is facing tremendous climate changes (with lack of water in some valleys).
However, a dispensary with modern equipment cannot exist without electricity. Money has been raised already for the dispensary but we need help to finance the building of a micro-electric plant producing 27 KW, using a waterfall running all year long.
