Thanh Hoa on the northern coast is ravaged by strong storms every year. The heavy rains claim thousands of victims and destroy important infrastructure.

Essential crops fall victim to the floods, also roads and houses. Thus, the rural population that lives largely by agriculture and livestock is detracted from their only basis for survival. Droughts are not uncommon and represent a further risk to earnings from the aquaculture sector. CARE secures through training and equipment that the local early warning system in the region becomes effective. So the people in Than Hoa are warned in time of approaching typhoons and heavy rain to respond proactively.

A local training center, with the support of the project, will develop training materials and train officials and others involved in disaster management. With the participation of local authorities, civil protection committees and residents precaution and protection plans will be developed at local level.

In addition to the training in disaster management CARE promotes the development of important evacuation routes (roads and bridges). A broad information campaign through media and in schools ensures that as many vulnerable people as possible in Thanh Hoa know how to protect themselves and their property in case of a disaster.

CARE will also analyse two specific problems in the province to examine more precisely the salinization of soils and pollution of water sources with saltwater or arsenic. A study should clarify the extent of pollution or salinization and offer a solution for improving or alternative farming methods to the farmers.
