Thru protection of their ancestral land the Pala’wan tribe in the south of the Philippine Province Palawan shall be enabled to live in peace and self-determination.
Approximately 1,600 members of the Pala’wan tribe are living in the settlements Sumbiling and Taratak in Bulanjao mountain range. They have been living there for centuries, but they do not have a deed of ownership for their ancestral land. Therefore they cannot take part in decision making about economic activities within their settlement area. The Pala’wan are deeply dependent on the natural resources of the rainforest. Since the 70ies the Rio-Tuba-Nickel-Mining-Corporation operates an open nickel mining site in Bataraza close to the settlement area of the Pala’wan. Since 2008 several new boreholes has been drilled around Sumbiling and Taratak for the extension of the nickel mining. The living space of the Pala’wan is in danger. If the mining site will be extended the rainforest will be cut and the source of drinking water – the Sumbiling River polluted.
Therefore our target is the protection of the ancestral land according to the Indigenous Peoples Right Law of the Philippines. Together with our partner ELAC Palawan, which is an environmental and human rights NGO, we want to protect the land against access of mining companies.
For the implementation of the project we need funds to buy materials for delineation, for mapping, for travel costs of the project staff, for conduct of a population census and for food during all meetings, because the Pala’wan cannot go hunting during project meetings. Last but not least we need to pay salaries for the ELAC staff who is managing the project in place.

  • 3 monthly Salaries for Project Management (4/2009)

    For the implementation of the project our partner organization ELAC employes two staff. The salary per quarter is about 500 Euro.
  • Salary for the surveyor

    For the survey of the ancestral land area a license surveyor must be employed. His honorarium is about 1,000 Euro.
  • Equipment for survey

    For the survey our partner organization has to buy equipment like GPS or digital maps to plot an exact map of the protected ancestral land.
  • Construction Materials for Delineation

    To make the borders of the ancestral land visible every some hundred meters posts shall be erected. Therefore cement and steel bars are needed.
  • Salaries for Construction Workers

    The construction workers who will errect the posts along the border around the ancestral land will receive a salary for their laborious work.
  • Writing of Claim Book

    For the legal registration of the ancestral land a claim book needs to be written. This book explains about the history of the tribe and describes all their holy places.
  • Materials for population census

    To apply for the legal protection of the ancestral land all members of the Pala'wan tribe have to registered. Becuase later they will commonly own the land. For the population census materials are needed like pens, books, stamps and camera.
  • Legal Training for counsil of the eldest

    The tribal counsil (counsil of the eldest) is the highest elected committee of the tribe. Our partner NGO will offer a legal training about indigenous rights. Therefore materials and food is needed.
  • Verpflegung für Volkszählung

    Für die Landtitelbeantragung müssen alle Mitglieder der Pala'wan-Volksgruppe exakt erfasst werden, da sie später das Land gemeinsam besitzen. Die ehrenamtlichen Volkszähler erhalten statt einem Lohn Essen.
  • Fahrtkosten für Volkszählung
