In principle anyone can start a project, as long as they clearly want to “better the world”, that is the planned project has a social purpose.
There is however a difference between projects that are run privately and not recognized as non-profits in Germany and those that are run through organisations that are registered as non-profits. The main difference is that we can issue tax-deductible donation receipts for non-profit organisations; and non-profits are not subject to any fundraising limits. All other projects may only raise 2,500 euros each quarter, and therefore cannot set forth any needs that exceed this limit.
